As someone said above, her mobility is what makes her low-tier. What makes her better than Ghost Rider? He has a full-screen low, better projectiles with better durability, a far-reaching Lv3. His combos don't hit for as long as hers, but his combos are easier for comparable damage.

With all that said, I think everyone's playable in this game.
